William Kearney Phillips was born March 11, 1894, in Tullahoma, Tennessee. He served as Chief of Staff to the Commander, Cruisers and Destroyers of the Pacific Fleet from August 1944 to October 1945, and as commander of the First Fleet from 1953 to 1955.
